  • 1、 Environmental quality monitoring
    The national environmental protection system and various departments, industries, and enterprises have established over 4000 monitoring stations with more than 60000 employees, as well as tens of thousands of environmental research institutes. In recent years, it has been a period of upgrading and improving the level of equipment for environmental science and monitoring analysis instruments. The central and local governments and enterprises invest about 200 million yuan annually in purchasing instruments and equipment. The State Environmental Protection Administration plans to equip more than 400 national network monitoring stations, over 350 environmental information centers, and 100 urban air ground automatic monitoring systems during the "15th Five Year Plan" period. The projects include pM, SO, NO, O, CO, wind direction, wind speed, temperature, and humidity. About 100 nationally controlled water quality monitoring sections are equipped with automatic monitoring systems, including pH, temperature, conductivity, turbidity, dissolved oxygen, ammonia nitrogen, total nitrogen, and total phosphorus CODcr、 Permanganate index. The preliminary plan is to invest 1.5 billion yuan, of which two-thirds will be invested by the state and one-third by local governments. This does not include investment in the capacity building of monitoring stations for industries, localities, and enterprises. Each department and locality will have their own investment plans according to the needs of environmental protection tasks.
    2、 Pollution source monitoring
    The country aims to implement total control and reduction of major pollutant emissions for 18000 key polluting enterprises nationwide to improve environmental quality. Therefore, it requires 18000 major polluters to gradually install online continuous automatic monitoring systems. Sewage monitoring mainly includes: sewage flow meter, automatic proportional sampler pH、CODcr、 Automatic monitoring system for mineral oil, cyanide, ammonia nitrogen and other projects, and implementation of computer networking management. Exhaust gas monitoring mainly includes online continuous monitoring systems for industrial dust, smoke, flue gas SO, NO, CO, and flue gas flow rate, realizing computer networking management and strengthening real-time monitoring. These are relatively new and mature domestic instrument systems are rare, and the demand is much larger than environmental quality monitoring, mainly purchased by polluting enterprises. The main industries are electricity, petrochemicals, building materials, metallurgy, papermaking, food, and urban sewage treatment plants, with potential markets ranging from billions to tens of billions of yuan.
    3、 Remote sensing and telemetry instruments and meters
    The country has put forward the policy of emphasizing both environmental pollution prevention and ecological environment protection. To strengthen ecological environment protection, it is necessary to monitor the ecological environment of our country, including monitoring the ecological environment of deserts, grasslands, forests, oceans, and agriculture. It is also necessary to conduct remote sensing and telemetry of air pollution, water pollution (such as ocean red tide and oil spill pollution), and pollution sources. The national plan is to launch natural disaster and environmental pollution monitoring satellites for remote sensing and telemetry, and to establish satellite ground receiving systems and satellite image analysis systems to analyze the current status and trends of environmental and ecological quality, providing scientific basis for decision-making on national environmental and ecological protection and construction.
    4、 Key areas of research and development
    1. Automatic monitoring system for environmental quality (air, water quality, noise).
    2. Online continuous automatic monitoring system for the total emissions of major pollutants from sewage, exhaust gas, and pollution sources.
    3. Improve the quality level and upgrade of on-site sampling and monitoring instruments, develop portable emergency monitoring instruments for on-site pollution accidents, develop mobile monitoring vehicles and ships, and provide modern means for rapid response to environmental pollution accidents and pollution source supervision and monitoring.
    4. Develop airborne, vehicular, shipborne, and spaceborne remote sensing instruments and meters, such as laser pollution detection radar, infrared and ultraviolet remote sensing telemetry instruments and meters.
    Policy measures for developing environmental monitoring instruments
    1. The development of environmental monitoring instruments and equipment is an important guarantee for achieving modernization of monitoring technology, providing accurate information for environmental protection and sustainable economic development. The state encourages the research, development, and production of monitoring instruments and equipment required by the country.
    2. Strengthen macro guidance on the development and production of environmental monitoring instruments, investigate and study the development trends of environmental monitoring technology and monitoring instruments, timely formulate development plans and technical policies for environmental monitoring instruments, clarify the needs and directions of environmental monitoring, and guide and regulate the development of environmental monitoring instruments.
    3. Strengthen the standardization of environmental monitoring instruments. Environmental monitoring instruments are the material basis of environmental monitoring work. In order to ensure the scientific, accurate, and comparable nature of environmental monitoring data, the development of standards for environmental monitoring instruments should be strengthened. Incorporate environmental monitoring instrument standards into the environmental protection standard system, coordinate and plan with the development of environmental monitoring norms, environmental analysis, and detection methods, and guide the technological progress of environmental monitoring instruments through the development of unified standards.
    4. Strengthen the supervision and management of environmental monitoring instruments, establish a group of intermediary organizations to test the technical level and quality status of environmental monitoring instruments, and publish them to the society. Implement an "admission" system for environmental monitoring specialized instruments used for law enforcement monitoring in environmental monitoring.
    5. Strengthen the technological innovation of environmental monitoring instruments, increase scientific research investment in monitoring technologies urgently needed for environmental protection, include the development of environmental monitoring technologies in key areas of environmental research, and promote the industrialization and technological upgrading of environmental monitoring instruments with the help of various national support policies.
    6. Promote the integration of scientific research and production of monitoring instruments, encourage environmental monitoring instrument production enterprises, universities, and research institutions to carry out technical cooperation in various ways, and accelerate the transformation of environmental monitoring technology achievements.
    7. Take the path of introduction, digestion, absorption, and localization. We encourage the introduction of key foreign technologies, joint ventures for production, and gradual localization of monitoring instruments that are currently outdated in production technology in our country and have advanced complete sets of technology abroad.
    8. Utilize market regulation measures to promote the reorganization of environmental monitoring instrument production enterprises, gradually changing the situation of weak monitoring instrument production technology, scattered investment, low-level repetition, and low market competitiveness, achieving moderate scale and intensive production, and forming a group of backbone enterprises for monitoring instrument production.
    9. According to the environmental monitoring capacity building plan, formulate corresponding regulations for environmental monitoring work, and gradually establish regional automated network systems for environmental quality and pollution source monitoring in some large and medium-sized cities. By organizing and implementing a demonstration project for the construction of an automated environmental monitoring network, we aim to drive the formation of an automated environmental monitoring network system and expand the market demand for environmental monitoring instruments and equipment.
